Women's Health Fair in La Morita, Baja California

We can use a little help from the amateur radio community this Saturday, March 5.

Casa San Eugenio will be holding a free health clinic in the La Morita settlement, east of Tijuana, Saturday morning. "Flying Samaritan" volunteers from Tijuana, Carlsbad, Camp Pendleton, and the Orange County/L.A. area will be assisting the handful of local physicians.

There are only a couple of HAMs involved in this project and we would like to monitor/coordinate the travel of the volunteers from El Florido to La Morita as well as possible. The road is a difficult dirt trail that takes many turns and it is easy for newcomers to become disoriented, or mired in mud.

Mexican HAM operators are needed to assist at the health clinic. It would be great to have Mexican operators at the Casa San Eugenio dispensary, as well as at the beginning of the road into La Morita from the paved road. Any assistance by norteamericano operators in the States would be appreciated.

There are roughly 50 American volunteers who will be crossing the border Friday night and Saturday to help us at La Morita. A capability to pass health and welfare/logistic traffic to the San Diego, Orange, Los Angeles regions, as well as between La Morita/El Florido/ and Tijuana is required. I am so thrilled to see your great endorsement of Broadband over Power Line(BPL) yesterday. It just further enforces my long standing belief that the UT never investigates anything anymore but just re-writes peoples press releases and prints them as fact. Especially those from SDG$E like this"Editorial" and the recent errored report of the "first" wind power farm in the back country. Consider the following.

How do you figure that our SDG$E, who is one of the highest priced power producers in the USA, is going to provide competitive pricing in broadband, an industry they know nothing about?

Do you really think they are going to invest the equipment dollars required to bring BPL to the back country? BPL is not free to implement. Cable and DSL are not in the back country because it has no economic payback for them. Unless it's 100% subsided by the rate payer what is SDG$E going to do different?

This is an old, obsolete technology. When I was in (the) industry 30 years ago BPL was going to solve all our communications problems. 30 years later they are still running "trials". Unless you assume the people responsible for making BPL work are stupid you must believe it doesn't work well.

Finally, BPL is a brute force technology that generates massive amounts of RF interference. Not only does it destroy Amateur Radio, short wave, and broadcast reception blocks from the BPL devices but it also can and has strongly interfered with military and Department of Homeland Security HF networks.

What is the "real" answer to wide range, high speed wireless? Third generation cellular and wireless. It's here, more is rolling out now andwill be in place competitively long before BPL finishes its trials.

From the ARRL:==>ARRL TELLS FCC TO "RECONSIDER, RESCIND AND RESTUDY" BPL ORDER

The ARRL has petitioned the FCC to take its broadband over power line (BPL)Report and Order (R&O) back to the drawing board. In a Petition forReconsideration filed February 7, the League called on the Commission to"reconsider, rescind and restudy" its October 14, 2004, adoption of new Part15 rules spelling out how BPL providers may deploy the technology on HF andlow-VHF frequencies. Asserting that the R&O fails to adequately take intoaccount the technology's potential to interfere with Amateur Radio and otherlicensed services, the League called the FCC's action to permit BPL "a grosspolicy mistake." The R&O, the ARRL said, "represents a classic case ofprejudgment" by an FCC that knew better but ignored evidence already at itsdisposal.

"It is readily apparent that the Commission long ago made up its mind thatit was going to permit BPL without substantial regulation, no matter whatthe effect of this flawed application of old technology is on licensed radioservices," the League's petition declares. The ARRL accuses FCC CommissionerMichael Powell and his four colleagues of deliberately authorizing "a spectrum pollution source" that's proven to be incompatible with existinglicensed uses of the HF spectrum.

"The Commission wanted nothing to contradict its enthusiasm about BPL," the League said, and its Office of Engineering and Technology (OET) saw to itthat evidence of the "fundamental incompatibility" between BPL and incumbent HF radio services "was suppressed, ignored or discredited." The FCC has not adjudicated a single interference complaint, the ARRL added, but has swept interference complaints under the rug.

While expressing appreciation for Commissioner Michael Copps' concernsregarding BPL's potential to interfere with Amateur Radio and his call forquick complaint resolution, the League said his admonition "has not beenheeded by either the Enforcement Bureau or the Office of Engineering andTechnology."

In the filing, which included several technical exhibits to bolster its major points, the ARRL further argued that Powell--a self-described"cheerleader" for the technology--the ARRL further argued that Powell should have recused himself from voting on the R&O. The chairman, the ARRL says,violated the FCC's own ex parte rules by attending a BPL provider's demonstration October 12, after release of the October 14 agenda. Powell "tainted this proceeding" by taking part in the demonstration, and that alone is sufficient to have the Commission vacate and reconsider its action,the ARRL alleged.

The League also said the FCC's "late and incomplete" responses to ARRL's Freedom of Information Act (FOIA) requests fail to show any support forFCC's conclusions regarding interference to licensed services from BPL. The highly redacted information release contained nothing that supports theFCC's conclusions about BPL's interference potential and suppressed negative recommendations from its own technical investigators, the petition says. As a result, the League said, the Commission "failed to conduct impartial, reasoned rulemaking."
The Commission used an unlawful "balancing test" that weighed BPL'spurported benefits against its interference to licensed services, the League asserts, creating "a hierarchy of licensed radio services" based upon "how much interference each service deserves." The Communications Act, the League's petition points out, requires an objective determination from the outset that the likelihood of harmful interference from a proposed unlicensed service is virtually nil.
The interference mitigation rules in the R&O are both ineffective andinequitably applied, the ARRL's petition further argues. Noting the new rules do not require BPL systems to shut down in the event of interference except as "a last resort," the League said the practical effect is "that systems will never have to shut down," even if the BPL operator has not been able to remedy ongoing harmful interference to the Amateur Service. The newrules, the petition charges, accord priority to unlicensed BPL, "regardlessof the preclusive effect" or the duration of interference.
In its unanimous BPL decision, the Commission, the League says, has abandoned its fundamental obligation to avoid interference in telecommunication systems, instead requiring complainants to initiate contact with BPL providers and "beg for resolution." The ARRL petition also faults the Commission's adopted measurement standards.

==>BPL LEGAL WRANGLES CONTINUE IN AUSTRIAN CITY
Local telecommunication authorities in Austria have sent a "first-step"legal notice to Linz Strom GmbH (Linz Power), calling on the utility to"take necessary technical measures" to operate its "Speed-Web" broadband over power line (BPL) system so it doesn't cause interference to other telecommunication equipment. Joseph Ibinger, who heads the UpperAustria-Salzburg field office for the Federal Ministry for Commerce,Innovation and Technology (BMVIT), told Linz Power in late December that interference mentioned in complaints is definitely coming from the utility's BPL system. From the time the BPL installation was a pilot project, radio amateurs have been among the most vocal in expressing their displeasure,blaming BPL for causing excessive interference on HF bands throughout theCity of Linz. The Austrian Amateur Transmitter Federation (ÖsterreichischerVersuchssenderverband--ÖVSV), Austria's International Amateur Radio Union(IARU) member-society, praised the action, which the utility is very likely to appeal.

"The Austrian Amateur Radio Society applauds this decision of local authorities and notes that radio users have repeatedly indicated the problem of unwanted radiation from unshielded mains wiring," said ÖVSV PresidentMichael Zwingl, OE3MZC. "The recent decision will be an example for authorities in other European countries facing similar problems in BPL trials."

In October 2003, Linz Power received a similar letter from local telecommunications authorities asking the utility to "remove the illegal interference" on the HF bands generated by the utility's BPL then-pilot project. As a result, Zwingl says, the utility took legal action against ÖVSV.
Assuming an appeal by Linz Power, the BMVIT must move Ibinger's initial response--essentially the equivalent of a warning notice or citation--up tothe next level, and it could take up to six months to resolve the matter. Zwingl says if the federal authorities affirm the local decision, they could prohibit operation of the BPL system. As it now stands, the utility was given a month to resolve the interference.

Zwingl said ÖVSV has been unable to obtain a copy of the actual decision andwas only able to obtain details of the document in January by working through a "peoples' lawyer," essentially a legal ombudsman who runs interference between the Austrian federal government and citizens.
According to legal ombudsman Peter Kostelka's report to Zwingl, the telecommunication authorities cited Linz Power's use of unshielded wiring totransport data signals, resulting in constant emissions that interfere with short wave bands as "an undesirable byproduct" of the system.

The Linz Power BPL system boasts upward of 4000 "satisfied customers" out of the 40,000 in its service area. It offers its basic service for €24 a month; a faster version goes for €42 a month, both less installation charges. Speed-Web uses Main.net BPL technology.
Zwingl said the recent official decree followed "some years of complaints and investigations" into the Linz Power BPL project.

"We put pressure on officials to not just take measurements but also to react by all legal means," he said. "It took us some time, but we never agreed with the opinion of some authorities who have made a judgment between the importance of ham radio and BPL." Zwingl maintains that Austria's telecommunication rules conform with International Telecommunication Union(ITU) regulations and "protect radio services and spectrum regardless of subjective importance."
Linz Power Executive Josef Heizinger reportedly reacted calmly to the field office decision. "We are absolutely in the right, legally, and will continuethe BPL development according to plan," he's quoted in the media. In another interview, Heizinger declared that "simultaneous problem-free operation ofBPL and Amateur Radio equipment is possible," and he blamed a small group of dissident radio amateurs for trying to discredit "this innovative ande conomical technology."
Linz Strom blames the few radio interference problems its system has caused on "defective equipment," and says it's resolved those cases promptly.

ÖVSV continues to insist that in its current form BPL--also known inGerman-speaking countries as "Internet from the Electrical Outlet"--is incompatible with HF reception.

I found an interesting comment from the March 20, 2003, CITI Powerline III conference held at Columbia University, New York, NY*

"At issue is unintentional radiation created by the PLC signal as it travels over powerlines. PLC vendors have been vigilant about FCC Part 15 certification of all their equipment. As an industry, PLC has held that existing Part 15 standards are sufficient to regulate any interference that may be caused. But Alan Scrime, Chief of the Policy and Rules Division at OET, posed this question:

If you are doing everything right, and existing regulations are sufficient, why am I up here asking you questions?

Brett Kilbourne, Director of Regulatory Services for UPLC, had the answer:

Because there are incumbent users [of that spectrum] that you have a duty to protect.

In the PLC band of spectrum, there are established broadcast uses, including amateur radio and military applications such as radar, with which unregulated wireline services such as PLC may not interfere. And while Part 15 explicitly sets limits for point sources of radiation such as pieces of equipment, it does not address interference caused by a network of overhead or underground wires.

Speaking with Alan Scrime after the presentation, he made it clear that the FCC does not know of any PLC interference problems, has no wish to obstruct the growth of the industry. Yet, there is no denying that the heterogeneity of the power network makes it possible that some lines will unintentionally radiate the PLC signal, the cumulative effect of which is unknown. The FCC has no established procedure for measuring this radiation, and no limits to protect incumbent spectrum users. For months, said Alan, PLC vendors and organizations have promised to set up testing sites and report measurements. It has not happened, and with the industry progressing toward commercial deployment the FCC felt compelled to act. The proceeding is expected to begin this month, but has not yet been announced."

Police Comandante assassinated

Jose Garibaldi was assassinated outside his home on Wednesday morning. Gunmen in three cars surrounded him, then fired close to 50 shots, killing him.

Garibaldi was a commander for the Tijuana police force.

Luis Francisco Higareda arrested after high speed chase

A U.S. Border Patrol agent, Luis Francisco Higareda, was arrested early Wednesday after Federal agents allegedly found nearly 750 pounds of marijuana packed into 10 duffel bags in his government vehicle. Arrested with Higareda was an illegal immigrant from Mexico, Marcelino Verdugo-Cota, authorities said.

Road conditions in Tijuana & Rosarito

Wind, rain, and thunderstorms have created flooding and muddy road conditions in the Tijuana/Rosarito area. Hwy 1 (Bulevar Internacional) between the Hwy 2 intersection and Zona Rio was reported to be closed Tuesday. Also, the San Ysidro access ramp near Calle Benito Juárez and Avenida Ocampo is impassible due to flooding.

The suggested route to San Ysidro from Playas de Tijuana is to follow C. Benito Juárez to Revolución and access the Tijuana river crossing via fourth street (C. Salvador Díaz Miron) or C. Independencia.

Weather conditions continue to cause electrical, telephone, cellular and internet outages. Anyone required to travel in this area at this time is cautioned to make appropriate preparations.

The 2-meter repeater in Rosarito is off the air until user support can be organized and implemented.

Boating off the California Coast

In response to questions received from boaters requesting information regarding the impoundment of an American vessel in Ensenada because it lacked a Mexican license for the shipboard marine band radio, an individual who is active in the region's maritime industry sent me the following comments:

"We all realize that coastal security is receiving a higher priority these days. There's no new campaign to check whether or not all yachts are carrying a Mexican VHF license. Most recreational and commercial boaters realize that when they are routinely boarded by either Mexican Navy or US Coast Guard, whether on the high seas or during normal port clearance procedures, the boat is inspected for a long list of compliance items - from whether the ship's bell is mounted and gongs properly to whether everyone onboard has a valid passport. It's the boarding officer's discretion whether or not to pursue any of the minor infractions that almost every boat has. If he or she finds something suspicious on first glance, the lack of a VHF license may be the small charge that brings the vessel into port for further physical inspection while the vessel's paperwork trail is being checked internationally."

"México, 6 dic (EFE).- Enrique Salinas de Gortari, hermano menor del ex presidente de México Carlos Salinas, murió asesinado por asfixia con una bolsa de plástico, informó el procurador de justicia del Estado de México.

El procurador del Estado de México, Alejandro Navarrete Prida, confirmó en una rueda de prensa la muerte violenta del menor de los tres hermanos Salinas y dijo que hay pistas sólidas que podrían conducir a la solución del caso.

"Enrique Salinas de Gortari falleció por asfixia por sofocación en su modalidad de obstrucción de vías respiratorias altas", dijo el fiscal, quien atajó así algunas versiones sobre una posible muerte de varios disparos.

El cadáver de Salinas fue encontrado la mañana de este lunes por policías locales del municipio de Huixquilucan, aledaño al Distrito Federal, en un vehículo Volkswagen Passat gris, con matrícula del estado de Morelos, que se encontraba en el barrio de Lomas de Anáhuac de esa localidad.

"No hay disparos, no hay elementos que permitan señalar que hubo una tortura en términos formales. Presenta algunos hematomas nada más el cadáver, y en los codos", añadió el funcionario.

El cuerpo del menor de los Salinas yacía en el asiento delantero derecho "con una bolsa de plástico cubriéndole la cabeza", dijo Navarrete.

El fiscal señaló que la Procuraduría de Justicia del Estado de México "continúa con las investigaciones" y cuenta con varias pistas sólidas en el caso.

Navarrete dijo que el móvil no está claro pero que por el momento "lo que hemos descartado (...) es el secuestro", las de índole política, y señaló que es posible que conociera a sus victimarios.

Para el fiscal, una muerte por asfixia "significa que la intención original no era provocarle la muerte sino generar una extorsión, obtener algún tipo de información".

Mexico City, December 16, 2004. The Prosecutor of the State of Mexico reported that Enrique Salinas de Gortari, the younger brother of the ex president of Mexico Carlos Salinas de Gotari, was murdered by asphyxiation with a plastic bag.

The State Attorney of Mexico, Alejandro Navarrete Prida, confirmed in a press conference the violent death of the younger of the three Salinas brothers, and said that there are solid clues that might lead to the solution of the case.

"Enrique Salinas de Gortari died of asphyxia in the form of obstruction of the upper airways", said the State Attorney, who considered some versions among several possible murder causes.

The body of Salinas was found this Monday morning in a gray Volkswagon Passat, with Morelos State registration, by local Municipal police, adjacent to the Federal District, in the Lomas de Anáhuac quarter of the township of Huixquilucan.

"There are no shots, there are no elements that allow to point out that there was a torture in formal terms. The corpse presents some haematomas, not at all more, and in the elbows ", added the official.

The body of the younger Salinas was lying in the front right seat " with a plastic bag covering the head ", said Navarrete.

The district attorney pointed out that the Attorney General of the State of Mexico " continues with the investigations " and possesses several solid tracks in the case.

Navarrete said that the motive is not clear but that for the time being " what we have discarded (...) it is kidnapping," of a political nature, and it pointed out that it is possible that he knew his attacker.

In the official's view, a death by asphixiation "shows the original intention was not to cause death, but to extort, to gain some type of information."

Navarrete asked " to allow that the investigations advance "and indicated that the directing office has "solid juridical evidence that is going to allow to have us a very quick investigation."

"The solution rate of murder cases in the State of Mexico is of the highest of the country. We have one superior to 85 per cent of aggravated homicides, which is very high, and I am sure that in this case we have sufficient evidence to be able to conclude it satisfactorily for the good of justice ", he added. Confirman yacimiento-Natural gas deposits confirmed

"El yacimiento de gas metano descubierto en la región alta del Golfo de California, en la zona conocida como “Depresión Wagner”, se considera uno de los más importantes en el mundo, porque puede generar hasta 145 millones de metros cúbicos por día.

El informe presentado ayer por el coordinador de asesores de la presidencia municipal, Alfredo Cañas Mendoza, destaca que el yacimiento se relaciona con procesos geológicos ocurridos hace millones de años.

La “Depresión Wagner” se localiza a unas 50 millas de las costas de Baja California, casi frente a las comunidades de San Felipe, Puertecitos y San Luis Gonzaga, estas dos últimas dentro de los límites del municipio de Ensenada.

Cañas Mendoza indicó que el doctor Nicolás Grijalva Reyes, investigador del Centro de Investigación Cientifica y Educación Superior de Ensenada (Ciese), encabezó dos cruceros de exploración en Golfo de California en el 2003.

El objectivo de los cruceros, abundó, fue identificar los gases que fueron observados en los que se realizaron entre julio y octubre de 1986, en las tareas de investigación se involucraron naves de la Armada de México."

A methane gas deposit discovered in the upper region of the Gulf of California, in the zone known as the “Wagner Depression”, is considered one of the most important in the world, because it can generate up to 145 million cubic meters per day.

The report presented yesterday by the coordinator of advisers of the (Ensenada) municipal presidency, Alfredo Cañas Mendoza, emphasizes that the deposit is related to geological happened processes million years ago.

The “Wagner Depression” is located to approximately 50 miles from the coast of Baja California, almost opposite to the communities of San Felipe, Puertecitos and San Luis Gonzaga, these last two are inside the limits of the municipality of Ensenada.

Real estate craziness

I was sitting at a roadside lunch establishment south of Porto Nuevo, blissfully minding my own business when....

A police cruiser drove slowly by and a woman burst from a nearby real estate office screaming. The people in the real estate office had stolen papers from her, she proclaimed loudly. A man came out of the office and denied her assertions. "He's lying!!" she said frantically. A heated argument ensued, and two policemen went inside and searched the office for the missing papers. It was apparently determined that the lady had misplaced them in her car. She got in her car and drove off.

The proprietor of the cafe showed up with the order and my wife, the cook, and a real estate agent from the office discussed the situation. "The woman is crazy." the agent muttered. "What happened that got her so upset?" asked the cook. We turned to the agent, and she told us that it was all a misunderstanding.

The cook was unconvinced, as the agent made small talk and eventually went back into the office.

Since I am not very good at reading tea leaves, I can't be sure what precipitated this ugly little scene. The lady who did all the yelling apparently wasn't wired tightly. The real estate office involved has a reputation locally for sleazy business practices. The agent's off the cuff remarks seemed disingenuous.

The policemen, who answered the lady's call for help, handled the issue professionally and apparently this issue is resolved. But hey, what is up with all the fuss?

Apparently you have to choose your real estate agent as wisely as you would choose your friends.

A GENTLE REMINDER

Human smuggler charges hefty fee

TIJUANA – Mouakkeh Mouhamed Rouchdi, is facing charges after Mexican immigration authorities captured him with two people of Iraqi origin at the city bus station.

The suspect is apparently of Syrian-French background.

He arrived in Tijuana this week with the two others after traveling from La Paz, Mexican authorities said. He purportedly charged the two others $10,000 each to transport them illegally into San Diego, according to Mexican authorities.

The identities of the other two people weren't clear. Both were of Iraqi origin but had Greek nationality.

Mexican authorities said the two flew from Greece to Paris to Cancun. From there, they flew to La Paz, where they took the bus up the Baja California peninsula to Tijuana.

Jailed for transporting arms
A 26 year old Mayan Indian from Tekit, Yucatan, was sentenced to over 10 years in prison for carrying a 30/30 carbine. Agents of the Office of Protección y Vialidad detained Juan Hilario Gil Medina on 9 April 2000, when they found the carbine in a station wagon with him.

Juan Hilario argued that it is common for indigenous Mayans to use firearms to hunt. He has appealed what he considers an unjust sentence. A ballistics test shows that the carbine has not been fired in many years. It was manufactured in 1894 and is almost inoperable. He has elected to request a pardon from President Vicente Fox.

The official count for the Tijuana Mayoral election was concluded on August 5, 2004

Jorge Hank Rhon, of the Institutional Revolutionary Party, won the election by about 4,000 votes, and is scheduled to take office on December 1. Tijuana, Mexico, has a population close to 2 million people.

The mayor-elect suggested he was looking for a Tijuana police chief who was like former Mexico City police director Arturo Durazo during a post-election interview on August 5. Durazo was arrested and convicted in 1984 for tax fraud and for extorting members of his police force; he was considered one of the most corrupt officials in Mexico before his death in 2000.

Hank said Durazo was a good police chief aside from the corruption.

He is reported to have a worth of $50 million. He is the owner of the Caliente Sports Betting operation, The Caliente Hippodrome, an exotic animal zoo, and other businesses.

Williams commented that the leadership of Department of Homeland Security should "inform themselves of the capabilities and resources of these organizations, especially since a tie between the government and the self-sufficient amateur radio groups would undoubtedly be beneficial to the country during any emergency situation in which communications was of prime importance."

Pat,  XE2KB60XX - Since the road to hell is paved with good intentions; may I pose a couple of questions?

How would HAM radio in the States interface with the Department of Homeland Security?  I seriously doubt if DHS actually has a communications system, or would know what to do with it if it had one.  If it does I, for one, have no idea how to link to it.  Any terrorist planner with half a brain would take out as much of the hard-line and cellular system as he could, while he inflicts other grief.  This should not be a big deal, since the 9/11 suicide bombers easily circumvented airport security, the FAA radar system, and the U.S. Air Force/Air National Guard, etc. 

You have to remember that Al Qaida are pretty good planners, and it doesn't require much time nor money for them to plan, organize, and execute.  So, on the civilian side at least, that leaves a bunch of hams and CB operators trying to tell each other what is going on when the next attack happens (note the use of the word WHEN, not if).  What frequency should they use; who should they contact?  Does the Amateur Service have a workable action plan?  I bet the FCC doesn't have a clue how to come up with one. 

Dick,  XE2N6DHD - On March 27, 1964 I was in Kodiak Alaska.  I was stationed at Marine Barracks, USNS Kodiak and was in town on liberty when the "Great Alaskan Earthquake" took place.  At the time, the state of AK absolutely bristled with all sorts of huge military communications stations, radar installations, early warning networks, huge "vlf" radio transmitters to communicate with our "boomer" subs etc. etc.  The earthquake was 9.3 on the Richter and lasted for over 5 1/2 minutes.  After the 5 1/2 minutes, the only communications in and out of Alaska for MANY days was amateur radio!  All of that fancy military hardware, along with its impressive infrastructure to operate it was broken up, and without electricity to run it.  When the military did re-establish its comm, it was all they could handle to see to the National defense and get its own facilities repaired.  All of the civilian and humanitarian communications links with the outside world were handled by the ham community in AK and for an extended period of time!  I was amazed at how little credit or appreciation they received for thier (Sic) hard work and appalled by the fact that the country didn't seem to learn the lesson it should have taught them!
  
Pat,  XE2KB6OXX - Electrical engineers, Power linemen and electricians generally agree that the safest way to set up a portable generator in the event of a power failure is to first physically remove the electric meter once it is evident there is no electricity coming from the drop.  This way,  anyone working on the distribution side will not get back feed current from your generator.  The power company will reinstall it for you when the system is back on line.

Dick,  XE2N6DHD - You're right about removing the electric meter for all of the reasons mentioned.  If you don't, you can also fry the generator with the line surge if/when the power comes back on.  As to the line noise.  The best thing you can do with a "small" generator (3 or 4 Kw or smaller) is to hook it up to your refrigerator first, then use a small battery charger to maintain charge in a couple of 12 car batts hooked up in parallel.  Run your radios off of the battery bank and there won't be any 60 Hz hum.  You will probably have to take the charger off line when transmitting though.  It's amazing how much power it takes to run basic household appliances.  I had a 4 Kw Onan for my rv.  It would run the A/C unit plus ONE other appliance.  We had a very small microwave and the generator didn't like to see it come on while the A/C was running!  A solar panel or two hooked up to 1 or 2- 12V car batts will run a small 2M rig on low power forever.

According to data obtained from the DEA and Drug Rehabs.org, the organization responsible for providing the powdered cocaine in the San Diego coastal communities is apparently operating from Veracruz, and Nautla, Mexico, during 2003-2004.

Campo Martha, Baja California

American Residents of Campo Martha were threatened in March with eviction from their residences if they did not pay fees of up to $5,500 apiece to cover unpaid camp Federal Zone taxes dating from 2001.

The owners of the camp say that the rents do not cover the assessments, the property will be sold at auction and everyone will be evicted unless the residents do not help.

Campo Martha is a coastal trailer camp run by Martha Sandoval. The camp is the sole source of support for Martha and her ten children. The Sandoval family began squabbling after Martha became incapacitated in 2001. Because of lawsuits and the ensuing wrangling among family members, a judge ordered the children to undergo mental examinations and temporarily put Martha in a nursing home. He ordered the bills for Martha's care be paid from the trailer camp.

A nieghboring landowner has laid claim to part of Campo Martha, and apparently has originated various legal actions related to this issue. He is married to one of Martha's daughters, and is likely to bid on the campo if it is auctioned.

American residents of Campo Martha feel that the money they have paid for the Federal Zone assessment has been diverted from the monthly fees they have paid, and that they will be forced to pay the same fees twice. There has been a sucession of lawyers and conservators demanding money from them; the legitimacy of these claims is in question. They have obtained legal representation.

Costly Border Vengance

Guadalupe Flores Guimenez, AKA Raul Barron, told U.S. Federal agents at the San Ysidro Port of Entry that, while in a Tijuana restaurant, he overheard a plot to plant explosives on a tour bus and explode it while crossing the border inspection station. He provided the joint terrorism task force in San Diego with a license plate number and descriptions.

After 500 hours of investigation, Federal prosecutors determined that the tip was false. Guimenez had been involved in an October traffic collision and dispute in Tijuana. According to U.S. Attorney Steve Cook, the defendant and his wife "shouted that they would make problems for (the other motorist) at the border, and that's exactly what they did."

A federal grand jury indicted the defendant, whose identity is in question, on March 26 referring to him as "John Doe." At a hearing today, it was determined that Guimenez was using the alias "Raul Barron," and he was using a dead man's social security number to enter the United States. The defendant was held without bail pending a detention hearing.

Agents from the Joint Terrorism Task Force located the owner of the described car and determined through interviews and customs records that he could not have been in Tijuana at the time alleged by the defendant, Cook said. And, they realized the owner of the car had been in an accident with Guimenez,. When confronted by agents, Guimenez, "admitted he had made up the entire story because he wanted to exact revenge" on the other motorist, Cook said.

Assistant U.S. Attorney Michael Skerlos, who heads the office's terrorism unit said that false tips are expensive and divert attention from those that may have merit. "There are a number of reports that turn out not to be substantiated and it does come at great cost to the resources of the Joint Terrorism Task Force," Skerlos said. "That's why we take these things seriously."

Trapped man rescued by U. S. Border Patrol

Sunday March 7, 2004, around 8PM, there was an incident in Boulevard, California, where a person was
trapped on Boundary Peak. The call came in on his cell phone. don't know
what country he was a citizen of but he didn't speak English. For the first
1/2 hour they didn't have much of an idea where he was as he was giving a
location name no one in Boulevard was aware of. Using a guess that Boundary
Peak was the only big mountain in the area the Boulevard Chief headed that way.

Boulevard Fire requested Copter 1 to assist them in locating the victim and
air lifting rescue equipment to the area. Copter 1 was unavailable! ( As
were Astrea, the Coast Guard or the Military.) Fortunately the Border Patrol
copter was available to assist in the location and a Border Patrol auto jack
was used to lift the bolder off the trapped victim, who was air lifted out
by Mercy Air WHO SEEMED TO HAVE AVOIDED THE "WEATHER" PROBLEM COPTER 1 HAD.

There was a request by fire to go 100 meters across the border and allow the
copter to fly in Mexican airspace. Through our dispatcher, Heartland fire,
through the CDF dispatcher, Monta Vista. Whoever Monta Vista talked to
denied permission.

The Grupo (sp?) rescue people from Tecate did show up towards the end of the
operation.

ROGELIO DELGADO-NERI MURDERED

A former Baja California state prosecutor was ambushed on, January 21, 2003, in a Tijuana bar. One of his bodyguards and two other people were also shot and killed. Five others were wounded.

The State Attorney General, Antonio Maretinez-Luna noted that there had been threats to Delgado's life. He commented, "We know that when we fight organized crime we are exposed to that."

HOME INVASION IN SADM


About noon on Thanksgiving Eve a widow answered the doorbell of her home on the south end of San Antonio Del Mar. At the doorway was a workman who had been to the house several times previously looking for work. He and another assailant forced their way into the home. One of them threw his jacket over the woman’s head and they tied her up. They then proceeded to ransack the house collecting cash and valuables. At one point one of the assailants turned down the covers on the bed.

A neighbor happened by to check on the lady. When the doorbell was unanswered she used her key and entered the house. The owner was lying on the floor tied up and started yelling for help. One of the banditos pushed the neighbor and she pushed him back. When she went to get a knife to cut the widow’s bonds one of the assailants fled.

The two ladies ran out of the house thinking that one of the crooks was still inside. They phoned SADM Security for emergency help. In the meantime a local contractor and the neighbor’s husband came by to offer assistance. Each of the men wielded a large whupass walking stick and took up positions one each side of the house to contain the assailant inside.

About twenty minutes later SADM Security responded to the emergency call. They phoned Tijuana police and also took up positions outside along with the two men already present. About an hour later the TJ police arrived. They searched the house but did not find the second assailant who apparently also escaped.

One of the thugs left his jacket behind. The TJ police examined the jacket and discarded it. The victim later examined the jacket and found business cards in one of the pockets. Some of the cards had handwritten names and phone numbers on them.

Both ladies were badly shaken but largely unharmed. The victim suffered a cut lip from the thief’s attempt to keep her from yelling. She also had bruises on her body from struggling with the hooligan who had tied her up.

The cowardly crooks fled in such haste that they left all of the loot behind.

Rogue wave narrations

A drowning occured on October 22, 2003 at about 5PM, near la Bufadora, Baja Cfa. Mexico

Two men were looking for sea anemones on the shore in the rocks. They were on the shore in ankle deep water. While their backs were towards the ocean, a rogue wave washed over them. No one saw it coming and it took them by surprise. The survivor desperately tried to stay afloat in a horrific undertow. He was in the water about 1 hour to 1 1/2 hours before he was rescued.

His companion was found floating among the kelp.

Apparently, no one knew they had been washed off the shore. A kayak is said to have encountered the survivor by happenstance.

"My daughter (about 15 at the time) & I got washed off a rocky jetty where we were fishing near Seal Beach when a big wave unexpectedly came up and went clear over
the top of us. Talk about scared, we weren't hurt but could have easily been killed being dashed against the rocks. It was like a wall of thousands of tons of water. The ocean is a force to be reckoned with. A calm sea can turn wicked in a few minutes."

"Rogue wave" phenomena

There has been a report of a drowning in Ensenada, which has been attributed to a rogue wave.

Los Coyotes kill four in Arizona

A group of immigrant smugglers pursued and killed four smugglers from a rival group near Chandler, Arizona. Five other people were wounded.

"This was clearly a retaliation to send a message," commented Pinal County Sheriff Roger Vanderpool. He said the gunmen were retaliating because the other group had taken the smugglers' human cargo earlier. He didn't have other details late yesterday.

In yesterday's shootings, four people believed to be in a van were arrested after they abandoned the vehicle and fled on foot in the desert near Chandler. Three firearms were found in the van.

The people who were wounded or killed in a pickup and SUV didn't return fire, Deputy Vanderpool said.

The driver and three men traveling in the pickup were killed. Three other people were injured. Authorities found 11 others who had been in the pickup unharmed.

The pickup, which came to rest against a fence on the side of the road, had 28 bullet holes consistent with the weapons found in the van, Vanderpool said. The driver's window had been shot out.

Two people in the SUV, were wounded by gunfire. Four others escaped injury.

"This tragic incident underscores how ruthless and violent organized smuggling has become," said Thomas DeRouchey, from U.S. Immigration and Customs Enforcement. "The smugglers' only motive is money. They don't care about the human cost."

Fire fighters from Mexico battle San Diego fire

Fifteen U.S.-trained firefighters from Mexicali joined the front lines

burned. "They certainly have big hearts."

The economic impact of remittances is increasing in Mexico

Mexicans will receive an estimated $12-14.5 billion from countrymen working in the United States this year.

This is Mexico's second-largest foreign income source after oil sales ($17 billion). For the first time, remittances will exceed income from foreign investments and tourism.

18 percent of Mexico's population currently receives income from abroad. People receiving this money come from every region and all sectors of society.

The slow U.S. economy and increased security measures have not significantly affected the growth of remittances.

More than 600 detained on Labor Day weekend

It has been reported that more than 600 people were detained by police officials for disorderly conduct in Rosarito during Labor Day weekend. Most were young adults from the United States who had been drinking excessively.

Maricela González, of Whittier, California, reported that she was raped by three security guards at "Tequila's" bar. The bar is located in Colonia Barbachano, Playas de Rosarito.

The director of Public Security in Rosarito received help from twelve Ministerial Police agents sent by the Comandancia of Tijuana, from Friday through Sunday evening.

Bodies of 18 Immigrants Found in Truck in Texas

VICTORIA, Texas (Reuters) - The bodies of 18 illegal Mexican immigrants who died from suffocation and heat exhaustion were discovered on Wednesday in a packed tractor trailer abandoned at a rest stop.

Someone from inside the sweltering truck used a cell phone to call an emergency 911 operator around midnight, frantically pleading that the immigrants were trapped and suffocating. But the call was lost and the truck rode on until Victoria.

It was two hours later when sheriff's deputies responding to a disturbance at the truck stop discovered the dead among a group of immigrants packed into the trailer, many of whom ran off when the doors were opened early on Wednesday morning.

Authorities said they could account for at least 62 immigrants, dead or alive. Michael Shelby, U.S. Attorney for the Southern District of Texas, said as many as 100 could have been inside the truck. It appeared to have been driven roughly four hours to Victoria, from somewhere near the Mexican border.

The phone call came around midnight as the truck drove through Kingsville, more than 100 miles south of Victoria, Kingsville police chief Sam Granato said. The Spanish-speaking caller told the English-speaking operator "We're asphyxiating. We're illegals," Granato said, but police could not trace the phone's location.

Ten minutes later a caller reported to Kingsville police having seen someone frantically waving a bandana through a hole in the side of a trailer. The 18 victims, including a child, more than doubled the number of illegal immigrants believed to have died in U.S.-Mexico border crossings this year.

Federal authorities in Houston, where the truck's cab was found, arrested a man to whom the vehicle was registered in Schenectady, New York. Shelby identified the man as Tyrone Williams, and said he had not yet been charged with a crime. Charges were expected later, he said. Police were still hunting two other suspects, a man and a woman, he told reporters
at a press conference.

Fifteen immigrants, ranging in age from 14 to 91, were taken to two local hospitals for treatment. One of the 18 fatalities, a 91-year-old man, died from a heart attack soon after arriving at Citizens Medical Center, a hospital spokeswoman said. Several of the immigrants were released by the hospitals to the custody of the sheriff. Some were in good condition and three were in serious or critical condition. Detar Hospital spokesman Jerrel Robinowich said some of those brought in had body temperatures of 105 degrees Fahrenheit.

The Gertrude Pearman Theater in Campo La Jolla is located on the road from highway 1, south of Ensenada, to La Bufadora, Baja California.

It is the cultural center for the Punta Banda/La Bufadora area.
